PURPOSE  Holds Cycle-1 completion-criteria verification debt (defined but UNEXERCISED).
Each item closes independently by satisfying its pass-condition (Codex observation) +
adjudicator acceptance. Extensible to other C1 criteria.

BINDING  An item is UNEXERCISED until its pass-condition is satisfied and accepted.
Closure is NOT inherited from C1-7 closure or from any sibling.

## VR-C1-R1b — Non-trivial state restoration
criterion: C1-1 (selection + zoom restoration) · status: PASS - accepted (David)
desc: VER-02 observed restoration only at trivial values (selected_nodes []; zoom identity).
pass: within-session round-trip with NON-TRIVIAL selection + NON-IDENTITY zoom; faithful restore observed.

result: deliberate VER-C1-R1b PRE/POST run on canonical prod (bundle Blawn7xz); non-trivial 9-node selection + non-identity zoom (k~0.6417) restored identically within-session; field_id + active_tab also unchanged; token-tier exact match.
boundary: verifies TOKEN-STATE restoration (selection/zoom/field/tab) ONLY; does NOT verify render-layer layout geometry (separate HELD item: PA-009 GEOMETRY-CONTINUITY). Anti-inheritance honored: independent of ATAB-01 evidence.

## VR-C1-R2 — Stale-token discard
criterion: C1-4 · status: UNEXERCISED
desc: QX_STALE_TOKEN_DISCARD not exercised; an immediate within-session round-trip cannot stale a token.
pass: read of a token older than the session window emits QX_STALE_TOKEN_DISCARD, observable via QX_DIAG (gate active).

- VR-C1-R2 (C1-4 stale-token): source-provenance blocker REMOVED. Clean closure gated on C1-4 age-vs-session-identity adjudication (OPEN; runtime rule is session-identity based).
- VR-C1-R3 (C1-5 session boundary): unauthorized-persistence half executable; authorized-persistence half QX_TRANSFORM-blocked (Gate 2, LOCKED). Partial in Cycle 1.
